Owner creates the official record for $15 (record + share page + PDF). The buyer can then complete the transfer for $10 within 7 days. After 7 days, the standard buyer transfer is $15.

What if this VIN already has a record?

Duplicate VIN registration is blocked to prevent double charges and conflicting ownership pages. The existing record should be used or transferred.
